Texas HB4354 amends the Education Code to restrict student access to certain library materials. School districts and open-enrollment charter schools cannot remove library materials from their catalogs. Instead, they must create a list of restricted access materials, including those rated as sexually relevant. Students cannot access these restricted materials without written consent from their parents or guardians. The act repeals Section 35.005 of the Education Code and applies starting with the 2025-2026 school year.
