HB4342 modifies Texas law to permit the admission of certain hearsay statements in criminal proceedings involving sexual or assaultive offenses against children or persons with disabilities. These statements must describe the alleged offense or other crimes committed by the defendant against the victim or another child or person with a disability. The statements must be made by the victim to the first person, 18 years of age or older, other than the defendant, who heard the account. The change applies to criminal proceedings starting after the bill's effective date of September 1, 2025.
