Texas HB4191 modifies the Tax Code to allow appraisal offices to adjust the appraised value of a residence homestead. The adjustment can increase the value if the market value has risen from the previous year, or decrease it if the market value has fallen. The adjusted value cannot exceed the lesser of the most recent market value or a calculated sum based on the previous year's appraised value and new improvements. This Act takes effect September 1, 2025.
