Texas HB4163 amends the Agriculture Code to limit the authority of cities to impose specific requirements on agricultural operations. Cities cannot prohibit the use of generally accepted agricultural practices, restrict the growing or harvesting of vegetation for animal feed or forage, ban the use of pesticides to control vermin or disease-bearing insects, require agricultural operations to be designated for certain uses, or mandate that owners or lessees mow, bale, shred, or hoe material on public road rights-of-way adjacent to agricultural operations. This Act takes effect September 1, 2025.
