Texas HB4113 amends the Texas Rising Star Program to provide higher ratings to child-care providers who install crash-rated bollards or similar safety barriers in areas where children and staff gather, such as playgrounds and entrances. The Texas Workforce Commission will adopt rules to implement this change, effective September 1, 2025.
