Texas HB4039 amends the eligibility criteria for the subsidized child care program administered by the Texas Workforce Commission. Under the new rules, a child is eligible if they are younger than four years of age and their household income is at or below 250 percent of the federal poverty guidelines. The Texas Workforce Commission retains the authority to establish additional eligibility requirements. This Act will take effect on September 1, 2025.
