HB3993 modifies the Alcoholic Beverage Code to impose a tax on the first sale of vinous liquor. The tax rate is 20.4 cents per gallon for liquor containing 16 percent or less alcohol by volume, and 40.8 cents per gallon for liquor containing more than 16 percent alcohol by volume. The changes do not affect tax liability for sales occurring before the bill's effective date of September 1, 2025.
