Texas HB3986 amends the Transportation Code to designate a portion of U.S. Highway 83 in Mission as the Corporal Jose Luis "Speedy" Espericueta Jr. Memorial Highway. This designation is in addition to any other designation the highway may have. The Texas Department of Transportation is required to design and construct markers indicating this designation and erect them at each end of the highway and at appropriate intermediate sites. The act takes effect September 1, 2025.
