Establishes a case assistance affiliate program for Medicaid and child health plan program enrollees.

The bill establishes a statewide case assistance affiliate program under which managed care organizations and dental maintenance organizations can provide case assistance to Medicaid and child health plan program enrollees. Case assistance includes application and renewal assistance and benefit case management services. The program prohibits affiliates from counseling clients on managed care plan selection or assisting with benefit form completion.
