Texas HB3978 modifies the Local Government Code to allow a municipality to annex an area with a population of less than 200 residents if the municipality obtains consent through a petition signed by more than 50 percent of the registered voters of the area. If the registered voters do not own more than 50 percent of the land in the area, the petition must also be signed by more than 50 percent of the land owners. The bill limits a municipality to annexing one area under this process per calendar year.
