Establishes an office of inspector general for certain Texas municipalities with populations over 500,000.

This bill creates an office of inspector general for municipalities in Texas with populations over 500,000, located in counties with populations over 2.5 million adjacent to another county with a similar population. The office can investigate municipal agencies to prevent and detect serious breaches of policy, fraud, abuse of office, and other criminal activity.
