Texas HB3928 amends the Occupations Code to allow notice of a towed vehicle to be published on a publicly available Internet website maintained by a department-approved third party under certain conditions. This applies if the vehicle does not display a license plate or inspection certificate, the owner's identity cannot be determined, or the lienholder's identity and address cannot be reasonably determined by the storage facility operator. The Texas Department of Public Safety must include a link to these third-party websites on its own website. The changes take effect September 1, 2025.
