Texas HB3911 allows operators in good standing to contract with approved well pluggers to plug or replug orphaned wells.
Texas HB3911 amends the Natural Resources Code to allow operators in good standing to contract with commission-approved well pluggers to plug or replug orphaned wells. The well plugger must notify the well operator 30 days before plugging or replugging, assume responsibility for the well, and follow commission rules. Operators in good standing who contract with well pluggers are not liable for damages from plugging or replugging. Evidence of paying or contracting with a well plugger is not admissible in suits regarding the operator's obligation to plug or replug the well.
