Texas HB391 amends the Water Code to allow certain rural water districts to hold quarterly board meetings by telephone or video conference calls. These districts must have more than half of their retail water or sewer connections active and be located in counties with populations under 325,000. Meetings to discuss tax rates must still be conducted in person. The board must notify the public of meeting locations and justify any changes. This Act takes effect September 1, 2025.
