Texas HB3860 amends the Occupations Code to allow the issuance of certain occupational licenses to inmates of the Texas Department of Criminal Justice. Specifically, it permits inmates to obtain licenses for barbering, cosmetology, air conditioning and refrigeration-related work, and electrical work if the work is part of a reentry program or under supervision. The changes take effect September 1, 2025.
