Texas HB3850 amends the Government Code to allow members of the public to address governmental bodies on items not on the meeting agenda during open meetings. The bill adds a new subsection to Section 551.007, allowing public comments before or during the consideration of agenda items. The governing body can limit the number of speakers to at least five. If the bill receives a two-thirds majority vote, it takes effect immediately; otherwise, it will take effect on September 1, 2025.
