Texas HB3844 amends the Labor Code to define "opportunity youth" for purposes of administering federal workforce development funds. This definition applies to individuals who are at least 16 years old but younger than 27, unemployed, and not enrolled in secondary or postsecondary education. The Act takes effect September 1, 2025.
