Texas HB377 amends Section 43.0672 of the Local Government Code to establish that municipal governing bodies must negotiate and enter into a written agreement with landowners at least 90 days before annexing an area. The agreement must cover the provision of services in the area. Additionally, any agreement authorizing annexation cannot waive the requirements set forth in the section. The changes apply only to annexations that are not final on the effective date of this Act, which is September 1, 2025.
