Texas HB3742 amends the Education Code to prohibit public institutions of higher education from providing instruction that promotes the use of gender pronouns inconsistent with a person's biological sex. The Texas Higher Education Coordinating Board will adopt rules to implement this section. The act applies starting with the 2025-2026 academic year and takes effect immediately if it receives a two-thirds vote from all members elected to each house, otherwise it takes effect September 1, 2025.
