Texas HB373 amends the Local Government Code to allow the commissioners court of a county to regulate recycling businesses in unincorporated areas. This applies only to counties with a municipality of 500,000 or more residents and located on an international border. The regulation cannot conflict with other laws, including Chapter 396 of the Transportation Code. The act takes effect immediately if approved by two-thirds of the legislature, otherwise it takes effect September 1, 2025.
