Texas HB3638 establishes a preference for state purchases of goods and services from Texas-based sources.
Texas HB3638 amends the Government Code to establish a preference for state purchases of goods and services from Texas-based sources. The comptroller and state agencies must prioritize goods and services produced or grown in Texas or offered by Texas bidders. A first preference is given to goods produced or offered by a Texas bidder owned by a service-disabled veteran who is a Texas resident, with a second preference for other Texas bidders if the cost and quality are equal. Agricultural products grown in Texas are also given preference.
