Operators must submit an emergency preparedness plan to the Texas Commission on Environmental Quality by May 1, 2026, and implement the plan by September 1, 2026. The plan must include provisions for maintaining auxiliary generators, sharing generator capacity, using portable generators, and other alternatives.
