This bill amends the Water Code to require operators of package plants, which are pre-manufactured wastewater treatment facilities with a capacity of less than 500,000 gallons per day, to ensure emergency operations during extended power outages. Operators must submit an emergency preparedness plan to the Texas Commission on Environmental Quality by May 1, 2026, and implement the plan by September 1, 2026. The plan must include provisions for maintaining auxiliary generators, sharing generator capacity, using portable generators, and other alternatives.
