This bill amends the Texas Education Code to prohibit public institutions of higher education from setting aside any portion of tuition charged to resident students for student financial assistance. The changes apply starting with tuition charged for the 2026 spring semester. Tuition charged before that date remains governed by previous law. The bill takes effect September 1, 2025.
