The authority of local governments to administer these programs expires on September 1 following the second anniversary of the adoption of the authorizing order or ordinance, except for counties with a population of one million or more, those containing a municipality with a population of one million or more, and those adjacent to a county with a population of 2.5 million or more. These exceptions see their authority expire on September 1, 2030.
