Texas HB3171 amends the Local Government Code to set compensation and employment conditions for firefighters and police officers. It requires these employees to receive compensation and conditions of employment that are substantially equal to those in comparable private sector jobs. If a collective bargaining agreement is in effect, it governs instead. The bill also modifies impasse resolution procedures, allowing public employers and bargaining agents to submit to mechanisms outlined in municipal charters or collective bargaining agreements.
