Establishes the Climate Change Impact Assessment Council to study climate change effects and submit a report to the legislature.

The bill creates the Climate Change Impact Assessment Council to study the impact of climate change on Texas residents, natural resources, public health, and the economy. The council will assess current and potential effects, estimate costs, research prevention and mitigation measures, and recommend legislation. The council will hold public hearings, submit a report by January 1, 2027, and be abolished September 1, 2027.
