Texas HB3115 amends the Special District Local Laws Code to restrict the Cow Creek Groundwater Conservation District's powers. The district cannot require metering on domestic or livestock wells exempt from permitting, sell or transport groundwater outside the district, or supply water to municipalities or utilities without their consent. If the bill receives a two-thirds vote in both legislative houses, it takes effect immediately; otherwise, it becomes law on September 1, 2025.
