The bill establishes a minimum base wage for personal attendants providing services under Medicaid and other programs administered by the Texas Health and Human Services Commission. Attendant care services include bathing, dressing, grooming, feeding, exercising, toileting, positioning, routine hair and skin care, and other personal care services. The minimum wage for personal attendants is set at the greater of $19 an hour or the federal minimum wage. The provisions apply starting with the 2026 calendar year.
