Texas HB3100 amends the Education Code to restrict public institutions of higher education from awarding more than 25% of athletic scholarships, grants, or financial aid to foreign students. This cap applies to each intercollegiate athletic program and takes effect starting with the 2026-2027 academic year. The act itself becomes effective on September 1, 2025.
