Texas HB3063 allows large municipalities to treat certain parking violations as civil offenses.
Texas HB3063 amends the Local Government Code to allow municipalities with a population of 1.9 million or more to declare violations of municipal ordinances relating to parking of unattended motor vehicles in the front or side yard of a single-family residence in a residential area as civil offenses. The bill also authorizes these municipalities to establish an administrative adjudication hearing procedure under which a civil fine may be imposed. The changes take effect September 1, 2025.
