Texas HB3059 amends the Labor Code to establish a paid parental leave program for employees of certain employers in Texas. The Texas Workforce Commission will administer the Texas Family Fund Program, which will distribute payments for and assess contributions for paid parental leave. Employers with at least 50 employees must contribute 0.15 percent of wages to the fund. Employees can take up to 40 days of paid leave for the birth of their child or 20 days for the birth of a child by their spouse, a gestational surrogate, adoption, or foster care. The program takes effect January 1, 2027.
