Texas HB3046 amends the Transportation Code to allow vehicles to display only a rear license plate if the owner pays an annual fee of $50. Vehicles with only a rear license plate must also display a distinctive insignia on the windshield. A court may dismiss a charge if the driver remedies the defect before the first court appearance and pays a reimbursement fee of up to $10. The fee collected is deposited into the state highway fund. The changes apply to offenses committed after the act's effective date of September 1, 2025.
