HB2922 amends the Texas Insurance Code to restrict utilization review agents from using artificial intelligence-based algorithms as the sole basis for decisions on denying, delaying, or modifying health care services. Only physicians or licensed health care providers can determine medical necessity or appropriateness. The commissioner can audit and inspect utilization review agents' use of artificial intelligence. The act takes effect September 1, 2025.
