Texas HB2900 amends the Texas Property Code to establish a landlord's duty to provide and maintain in good operating condition heating and air conditioning equipment in each apartment unit. The equipment must be capable of cooling each room to 65 degrees Fahrenheit and heating each room to 85 degrees Fahrenheit. If a landlord fails to maintain this equipment, they must provide portable heating and air conditioning equipment or alternative housing at no cost to the tenant.
