Texas HB2731 amends the Transportation Code to allow the commissioners court of a county with a population over 500,000 to regulate roadside vendors and solicitors in unincorporated areas. This includes regulating the sale of items, the erection of structures, and the solicitation of money on public highways, in the right-of-way, or in parking lots. Counties with a population over 200,000 that border the United Mexican States can also regulate these activities, except on roads with a speed limit of 40 miles per hour or faster and cannot prohibit the sale of livestock.
