Texas HB2713 amends the Local Government Code to allow municipalities with populations under 70,000 to repeal their civil service system for firefighters and police officers. If a petition signed by at least 10% of qualified voters requests an election, the governing body must order it. If a majority votes to repeal, the civil service system is void in that municipality. The change applies only to petitions for which an election has not been ordered before the Act's effective date of September 1, 2025.
