Texas HB27 requires the Texas Water Development Board to conduct a groundwater study for the Neches and Trinity Valleys Groundwater Conservation District. The study must analyze the sustainable groundwater production and assess hydrological impacts. The district cannot issue new or amended permits until the study is complete and a report submitted to the governor and relevant legislative committees by January 12, 2027. The act takes effect immediately if passed by a two-thirds vote in both legislative houses, otherwise it becomes effective 91 days after the legislative session.
