Establishes the San Antonio River Authority as a conservation and reclamation district under the Texas Constitution. The authority is responsible for the conservation, control, storage, distribution, and sale of water within its boundaries. It can control, develop, store, and use the natural flow and floodwaters of the San Antonio River and its tributaries for navigational purposes. The authority can also construct, maintain, and operate canals, waterways, and related facilities, and prevent and control pollution. It can impose taxes and issue bonds for its operations and improvements.
