Establishes the Texas Carbon Dioxide Sequestration Policy Council to study carbon capture technologies and industry.

The bill establishes the Texas Carbon Dioxide Sequestration Policy Council within the Texas Commission on Environmental Quality. The council is tasked with studying the development of carbon capture technologies and the carbon capture industry in Texas. It will also study the reliability of long-term geologic storage of carbon dioxide, monitor and assess accounting techniques for carbon dioxide sequestration, fugitive emissions, and energy use, and coordinate with other state agencies.
