Texas HB2594 amends the Code of Criminal Procedure to change the venue for prosecuting organized criminal activity. It allows prosecution in any county where an act was committed to effect an objective of the combination. If the prosecution is based on theft of intangible personal property, it can occur in the county where the victim resides. For felonies under the Penal Code, prosecution can happen in any county where a victim resides. For felonies under the Tax Code, prosecution can occur in any county where venue is proper under the Tax Code.
