Texas HB2445 amends the Health and Safety Code to establish a minimum carcinogenic risk level for environmental remediation benchmarks. The Texas Commission on Environmental Quality must set carcinogenic risk levels at a rate not greater than one in one million when developing protective concentration levels, risk-based exposure limits, or other remediation standards. The commission must also adopt or modify any necessary rules to implement this change in law. The Act takes effect September 1, 2025.
