Texas HB2440 amends the Transportation Code to restrict state agencies from prohibiting or restricting the sale or use of motor vehicles based on their energy source, including internal combustion engines. Additionally, it prevents the state's air quality state implementation plan from including provisions that limit a person's ability to purchase any motor vehicle, including those powered by internal combustion engines. This Act takes effect September 1, 2025.
