Texas HB2347 allows certain counties to adopt water conservation programs for unincorporated areas and subdivisions starting September 1, 2025.
HB2347 amends the Local Government Code to allow counties containing priority groundwater management areas to adopt water conservation programs. These programs apply to developments, redevelopments, or subdivisions starting after August 31, 2025, in unincorporated areas and extraterritorial jurisdictions. Agricultural operations are exempt from these standards. If a conflict arises between county orders and municipal ordinances, the municipal ordinance takes precedence. The Act takes effect September 1, 2025.
