The affected counties are Bastrop, Bexar, Caldwell, Comal, Ellis, Gregg, Guadalupe, Harrison, Hays, Henderson, Hood, Hunt, Johnson, Kaufman, Nacogdoches, Newton, Nueces, Panola, Parker, Rockwall, Rusk, Sabine, San Patricio, Shelby, Smith, Travis, Upshur, Williamson, Wilson, and any other county designated by commission rule due to deteriorating air quality. This Act takes effect September 1, 2025.
