HB2150 amends the Texas Insurance Code to require health maintenance organizations and insurers to have appropriate personnel available 24/7 at toll-free numbers for health benefit plan verifications and preauthorization requests. These entities must also have telephone systems to accept or record calls when personnel are unavailable. Responses to such calls must be provided within two hours. The act also mandates that utilization review agents have personnel available 24/7 to discuss patient care and respond to review requests. The changes take effect September 1, 2025.
