Texas HB2138 amends the Family Code to prohibit discrimination in foster care based on sexual orientation, gender identity, or gender expression. The Health and Human Services Commission, the department, a single source continuum contractor, and any other person are barred from taking adverse actions against individuals in child welfare services, including foster home licensure or child placement. The law takes effect September 1, 2025.
