Texas HB2121 amends the Education Code to create a property value study hardship grant program. The commissioner can administer grants for the 2025-2026 and 2026-2027 school years to offset funding reductions due to state property values for the 2024 and 2025 tax years. Grants are the difference between what districts would have received using local property values and what they are entitled to under current law. Grants are additional funding and cannot exceed $175 million per school year. Open-enrollment charter schools are ineligible.
