Texas HB2012 allows certain counties to regulate roadside and parking lot vendors and solicitors.

Texas HB2012 amends the Transportation Code to allow the commissioners court of a county with a population of more than 1.3 million or a county with a population of more than 600,000 adjacent to a county with a population of more than four million to regulate roadside or parking lot vendors and solicitors. This includes regulating the sale of items, the erection of structures, and the solicitation of money. The regulation applies to activities occurring on public highways, in the right-of-way of public highways, or in parking lots. The Act takes effect September 1, 2025.
