Establishes the behaviorally at-risk student grant program for Texas public schools.

The bill establishes the behaviorally at-risk student grant program to provide social and cognitive skills training to certain public school students. The Texas Education Agency will award grants to school districts and open-enrollment charter schools with a threshold number of behaviorally at-risk students. The program must be evidence-based, focus on conflict resolution and anger management, and be voluntary. Students in grades 7 through 12 who have experienced adverse childhood experiences and have been suspended or expelled may be eligible.
