Texas HB1918 amends the Water Code to limit rate increases for Class A water and sewer utilities to 20 percent for any class or category of ratepayer. The bill also restricts utilities from filing more than one statement of intent to increase rates within a 36-month period, unless financial hardship is determined by the regulatory authority. If a corrected statement of intent is required, it does not count against the filing limit. The changes apply to applications filed after the bill's effective date of September 1, 2025.
